About Building Services
The goal of the Building Services Division is to provide efficient and cost effective
procedures to regulate construction; ensure that all new and existing structures are safe
and inhabitable; and to respond courteously and efficiently to all customer needs.
The Building Services Division conducts plan review, permitting and building inspection
functions for the City of Leesburg. The Division reports to the Director of Community
Development through the City's Building Official.
Building Services is responsible for plans examination, permitting, inspections and code
enforcement related to occupied building(s) and structures on the property. The housing
inspector promotes residential compliance with the Standard Housing and Abatement of Unsafe
Building codes throughout the City. These codes allow the City to demolish or repair a
structure if the owner failed to comply with an enforcement order.
The department enforces the following standard technical codes:
- 2010 Florida Building, Plumbing, Mechanical & Gas Codes (effective 3/15/2012)
- 2008 National Electric Code, Abatement of Unsafe Building Code
- Any City ordinance or State statute which affects building and development
