Subject: Resolution authorizing a grant application to Florida Recreation Development Assistance Program (FRDAP) and acceptance of the grant, if awarded, which would require a matching contribution of $37,500
Staff Recommendation:
Staff recommends approval of the grant application submission and acceptance if awarded, for grant funds from the Florida Recreation Development Assistance Program (FRDAP). Total project requested is $150,000 which includes a Carver Heights/Montclair Area Community Redevelopment Agency (CHCRA) matching contribution amount of $37,500.
Analysis:
The Community Redevelopment Agency in collaboration with City of Leesburg Parks and Recreation Department is seeking to procure a grant from the Florida Recreational Development Assistance Program (FRDAP) for improvement to Berry Park at 2121 Johns Avenue.
The FRDAP is a competitive program which provides grants to local governmental entities for acquisition and development of land for public outdoor recreation use or to construct recreational trails. The Florida Department of Environmental Protection, Office of Information and Recreation Services administers FRDAP. A FRDAP grant would help improve Berry Park by providing for the renovation and development of existing and new park amenities. Through several visionary meetings with the Carver Heights/ Montclair Area CRA neighborhood, the group concluded that more recreational activities and amenities are needed within the community. The West Leesburg community residents, businesses and stakeholders through the CH/MACRA are seeking to enhance recreational programs and activities for individuals and families within the CH/MACRA and Leesburg community.
The CH/MACRA’s planning consultant (Land Planning Group) conducted a cost analysis of some of the projects discussed. Some improvement projects include but are not limited to: 2 tennis courts, 1 racquetball court, 1 large pavilion, bathrooms, exercise trail, and other amenities. The projected cost of preliminary improvements is $150,000. The FRDAP grant will provide 75% or $112,500 toward the total project cost and the CH/MA CRA’s contribution is 25% or $37,500 toward the total project cost.
Options:
1. Approve application, submission, and acceptance, if awarded of funds from FRDAP of $112,500 and allocated CHCRA funds of $37,500 for amenities at Berry Park or;
2. Such alternative action as the CHCRA board may deem appropriate.
Fiscal Impact:
The total CHCRA matching contribution is $37,500 or 25% of a $150,000 FRDAP grant award.

A RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY, AUTHORIZING SUBMITTAL OF A FLORIDA RECREATIONAL DEVELOPMENT ASSISTANCE PROGRAM GRANT AND MATCHING CONTRIBUTION OF $37,500 FOR IMPROVEMENT PROJECTS AND OTHER AMENITIES FOR PUBLIC OUTDOOR RECREATIONAL PURPOSES AT BERRY PARK AT 2121 JOHNS AVENUE AND ACCEPTANCE OF THE GRANT FUNDING, IF AWARDED; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY, LEESBURG, FLORIDA:
THAT the CH/MACRA hereby authorizes submittal of a grant application to FRDAP and acceptance of the grant, if awarded, and hereby authorizes the Chairman and Secretary to execute an agreement with Florida Recreational Development Assistance Program Grant, for the purpose of development and/or renovation of land for public outdoor recreational purposes at Berry Park at 2121 Johns Avenue.
THAT this resolution shall become effective immediately.
