Subject:                      Resolution authorizing execution of a Civil Funding Agreement between the City of Leesburg and Leesburg High School Project Graduation

Staff Recommendation:

Staff recommends execution of the agreement for fiscal year 2009-10 civil grant funding with Leesburg High School Project Graduation.

Analysis:

During the budget process it was determined that civic funding for the FY 09/10 budget would be offered only to those organizations that received funding in FY 08/09.  The funding amount was determined by reducing last year’s award by 10%.   A letter was sent to each organization in April 2009 advising them of the funding amount offered with a request to either accept or decline the proposal.  Leesburg High School Project Graduation accepted the offered amount.

Options:

1.  Approve the execution of the agreement between the City of Leesburg and Leesburg High School Project Graduation.

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

A total of $170,758.00 has been included in the approved fiscal year 2009-10 budget in account number 042-2021-532-4911 for this purpose.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR GRANT FUNDING WITH LEESBURG HIGH SCHOOL PROJECT GRADUATION DURING FISCAL YEAR 2009-10; AND PROVIDING AN EFFECTIVE DATE.

      WHEREAS, it is permissible for cities to make contributions to non-profit corporations where the contributions further a public purpose; and

WHEREAS, Leesburg High School Project Graduation is seeking a contribution from the City of Leesburg to help provide a public service to City residents; and

WHEREAS, in the past there have been formal executed agreements between the City of Leesburg and agencies receiving such contributions; and

WHEREAS, the City of Leesburg desires to continue having such agreements with the various agencies which receive annual contributions;

      NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

      That the Mayor and City Clerk of the City of Leesburg are hereby authorized and directed to execute the Civil Organization Funding Agreement between the City of Leesburg and Leesburg High School Project Graduation whose address is 33201 Lake Bend Circle, Leesburg, Florida 34788 totaling one-thousand one-hundred and sixteen dollars ($1,116.00) during Fiscal Year 2009-10.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 9^th day of November, 2009.
