Subject: Resolution authorizing execution of an agreement with TLC Diversified, Inc. for the Water Reclamation Facility (WRF) expansion construction at the Turnpike WRF
Staff Recommendation:
Staff recommends approval of the resolution authorizing execution of an agreement with TLC Diversified, Inc. for expansion construction at the Turnpike WRF for $1,398,400.00.
Analysis:
The project involves onsite improvements to the Turnpike Water Reclamation Facility (WRF) necessary to deliver enhanced wastewater treatment services to customers in the southern service area of the City. The project generally involves the construction of a new four-pump headworks lift station.
In a sewage treatment facility, the headworks is the point at which the influent or raw sewage enters the facility. The treatment process uses gravity flow with the influent flowing from a high level to lower levels as it moves through each treatment process. This requires the raw sewage to begin the treatment process at a higher elevation than the final discharge point.
At the Turnpike facility the influent must be lifted approximately 20-22 feet above ground level. Currently, this ‘lift’ is accomplished by the lift stations up-stream from the head works. This method is not efficient because it relies upon the individual lift station pumping capacity to provide that initial lift; if more than one lift station is pumping at the same time, the lift station pumps work against each other. This reduces the capacity of each of the lift stations. The Turnpike facility was designed this way with the intention of adding a head works lift station later. At the time, the Turnpike facility had relatively low flow, and this was an adequate method of providing the lift without the expense of a dedicated pump station. The flows into the plant have increased over time, and this improvement is necessary to handle current flow rates as well as increasing the capacity of the Turnpike facility
Adding the head works lift station is key to the overall capacity improvements at the Turnpike facility. This improvement was permitted as part of the most recent operating permit renewal for the Turnpike facility. This project will allow the facility to be rerated from 3.0 Million Gallons per Day (MGD) facility to 4.5 MGD. Construction of this lift station will reduce the load currently placed on the other lift stations and will provide additional capacity to all lift stations in the collection system south of US-27. Improvements to the existing lift stations can be postponed because of the reduced load.
Procurement Information:
On April 6, 2009, the Purchasing Division issued Invitation to Bid number 90251. This bid contained two parts, Part A and Part B. Part A involved improvements to the Turnpike WRF and was awarded to TLC Diversified by the Commission on May 26, 2009 by authorizing resolution 8461. Part B was the construction of a four-pump head works lift station at the Turnpike facility.
On May 26, 2009 only Part A was awarded to TLC Diversified by commission by authorizing resolution 8461. There was not sufficient funding for Part B at that time. Since then there have been significant savings on several Environmental Services construction projects through lower than estimated bids. These savings have provided the funds necessary to complete Part B – Head works Lift Station Construction.
Staff recommends award of Part B of the original ITB 90251 to TLC Diversified, Inc. based on the bid they originally submitted. The contractor has confirmed in writing, and by execution of the agreement, they will perform the work based on their bid submitted on May 7, 2009. The contractor is currently mobilized on site for construction of Part A.

Fiscal Impact:
This project will be funded from available 2007 Bond Funds, $497,513 which will be rolled from fiscal year 2008-09 and reallocated to allow for this project. A budget adjustment will be necessary to appropriate the remaining funds from available Impact Fees $902,487.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH TLC DIVERSIFIED, INC. TO PERFORM HEADWORKS LIFT STATION CONSTRUCTION SERVICES AT THE WRF AT 1600 CR 470; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with TLC DIVERSIFIED, INC. whose address is 2719 17th Street E., Palmetto, Florida for Water Reclamation Facility Expansion construction services under Invitation for Bid 90251.
THAT this resolution shall become effective immediately.
