Subject: Approve Agreement for Professional Land Planning Services

Staff Recommendation:

Staff recommends the Carver Heights/ Montclair Area Community Redevelopment Agency (CRA) Board approve the agreement of professional land planning services between the Carver Heights/Montclair Area Community Redevelopment Agency and the Land Planning Group (LPG).

Analysis:

The purpose of the agreement is to provide a scope of services in connection with the Carver Heights Community Redevelopment Plan implementation. The Redevelopment Plan identifies several projects as top priorities for the Carver Heights Community which includes the following:

Land Acquisition (for commercial and housing development)
In-fill Housing
Park Improvements
Infrastructure improvement
Underground utilities (Streetlights)
Sidewalk System
Housing Rehabilitation
Small Business Loan Program
Commercial Development

LPG will assist in implementing the above programs with the community to ensure success. LPG will work closely with City Staff, Carver Heights Citizen Advisory Board and the Neighborhood Associations. A monthly status report outlining monthly activities will be provided. The contract is for a period of twelve (12) months.

Options:

Approve the attached resolution approving the agreement with Land Planning Group to provide services; or
Such alternative action as the Carver Heights/ Montclair Area CRA Board may deem appropriate.

Fiscal Impact:

The Carver Heights/ Montclair Area CRA will provide funding to a maximum of $18,000 for one fiscal year pursuant to the contract attached. Funding for this purchase will be rolled from Fiscal Year 2008-09 from available fund balance.

A RESOLUTION OF THE CARVER HEIGHTS/ MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY BOARD OF THE CITY OF LEESBURG, FLORIDA, APPROVING THE EXECUTION OF AN AGREEMENT WITH LAND PLANNING GROUP, URBAN AND REGIONAL PLANNERS, INCORPORATED TO PROVIDE PROFESSIONAL LAND PLANNING SERVICES AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CARVER HEIGHTS COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG:

THAT the Community Redevelopment Agency Board hereby approves an agreement with Land Planning Group, Urban & Regional Planners, Incorporated whose address is 1162 Camp Avenue, Mount Dora, Florida 32757, to provide professional land planning services for the Carver Heights/Montclair Area Community Redevelopment Agency.

THAT THIS RESOLUTION shall take effect immediately upon its adoption.
