Subject:                      Purchase request 41864 to Container Systems and Equipment for the purchase of an automated side loading refuse truck

 

 

Staff Recommendation:

Staff recommends approval of the purchase to Container Systems and Equipment for a Lodal EVO T-30 automated side loading refuse truck for a total amount of $209,700.00

 

Analysis:

The Fleet Services Division submitted a request to purchase an automated side loading refuse truck to replace unit 993, a 2002 Lodal semi-automated residential collection truck.  The existing truck has 9,965 hours or equivalent to 219,230 extreme stop and go miles.  This truck is experiencing significant hydraulic problems and other signs of wear and tear.

 

The purchase of the new automated truck proves to be good timing for the Solid Waste Division.  The division has learned that an equipment operator will be leaving the City.  With the addition of the automated truck it will not be necessary to fill the vacant equipment operator position.

 

The City currently has one other Lodal automated truck purchased in April 2007 and realized significant efficiencies in the residential collection process.  Use of the automated truck eliminated the need for an entire route and one equipment operator.

 

Procurement Information:

On November 5, 2009, the Purchasing Division issued Invitation to Bid (ITB) 100091 containing minimum specifications prepared by the Fleet Services Division.  On November 24, 2009, 4 responses from 3 interested companies were received.  The summary of those responses are included here.

 

Container Systems & Equipment of Daytona Beach is deemed the lowest responsive and responsible bidder.  The bid specifications allowed for companies to bid a demonstration unit provided it carried a full manufacturers’ warranty, same as new equipment.  Demonstration units typically provide a lower cost and have very little usage.  Overall, they provide better value when compared to purchasing a brand new unit.

Fiscal Impact

Fleet Services budgeted $217,680.00 for the purchase of this equipment in Fiscal Year 2009-10.  The purchase price of the demonstration unit is $209,700.00.  This is a 3.7% savings of budget versus actual.
