Subject: Resolution authorizing execution of an agreement with AECOM USA, Inc. to provide professional services for the Canal Street WWTF DEP permit renewal
Staff Recommendation:
Staff recommends approval of the resolution authorizing execution of the agreement with AECOM USA, Inc. for a total lump sum amount of $75,817.00.
Analysis:
The purpose of this project is to contract with a qualified engineering firm to provide professional services for renewing the City’s DEP Permit for the Canal Street Waste Water Treatment Facility. The current permit will expire on October 5, 2010. The renewal process must start well in advance of the expiration date to avoid operating the plant without a permit.
Acquisition of professional engineering services is governed by State of Florida Statute 277.055, better known as the Consultants Competitive Negotiation Act or CCNA. This statute requires professionals be selected based on qualifications evaluated through a Request for Qualifications process. The Purchasing Division issued RFQ 100062 on October 26, 2009 soliciting interested and qualified firms to submit responses to the RFQ.
On November 19, 2009 the City received 5 responses the following firms:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH AECOM USA, INC. FOR PROFESSIONAL SERVICES RELATED TO THE DEP PERMIT RENEWAL FOR THE CANAL STREET WWTF FOR $75,817.00; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with AECOM USA, INC. whose address is 320 East South Street, Orlando, Florida 32801 for professional engineering services to renew the Canal Street DEP Permit pursuant to RFQ 100062.
THAT this resolution shall become effective immediately.
