Subject: Resolution authorizing approval of Amendment No. 1 to Work Order No. 14 with Hanson Professional Services, Inc. related to permitting services for the Runway 13/31 Extension Project – Taxiway A Extension Phase at Leesburg International Airport
Staff Recommendation:
Staff recommends approval of Amendment No. 1 to Work Order No. 14 with Hanson Professional Services, Inc.
Analysis:
Hanson Professional Services, Inc. previously designed and permitted the extension to Runway 13/31 and parallel Taxiway A under Work Order No. 14. Due to the restrictions in the Federal ARRA grant funding that was received for this project, the work had to be divided into phases that differed from the original project plans. Permits were required to be issued strictly for the work done in each phase. As a result, there was a portion of the work on Taxiway A that could not be completed under the ARRA grant. However, the City has previously accepted grants from the FAA and FDOT that will fund the mitigation and permitting needed for this work.
Due to the constraints of ARRA grants, the current taxiway design includes a “jog” as shown in Exhibit No. 1. The intent of this project has always been to redesign and relocate Taxiway A as shown in Exhibit No. 2. This change will allow the necessary 400’ separation between Taxiway A and Runway 13/31for installation of an ILS. It will also allow for the removal of a portion of Taxiway B that connects directly to Runway 13/31 as shown in Exhibit No. 3. This portion of Taxiway B is confusing to pilots and presents a safety issue that the Federal Aviation Administration would like to see eliminated
The Scope of Services for Amendment No. 1 to Work Order No. 14 provides for all services for the wetland mitigation and permitting from St. Johns River Water Management District and the Army Corps of Engineers for the remaining construction of parallel Taxiway A.
Options:
1. Approve the resolution authorizing Amendment No. 1 to Work Order Number 14 with Hanson Professional Services, Inc.; or
2. Any other action that the City Commission may deem appropriate.
Fiscal Impact:
The total cost for Amendment No. 1 is $92,260.00. The funding breakdown is as follows:

Grant agreements with the FAA and FDOT were approved in the fall of 2008. Available funding for this project has been rolled from fiscal year 2008-09 to the current year.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO WORK ORDER NO. 14 WITH HANSON PROFESSIONAL SERVICES, INC. RELATED TO WETLAND MITIGATION AND PERMITTING SERVICES FOR THE RUNWAY 13/31 EXTENSION PROJECT - TAXIWAY A EXTENSION PHASE AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Amendment No. 1 to Work Order No. 14 with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida 34202 for wetland mitigation and permitting services for the Runway 13/31 Extension Project - Taxiway A Extension Phase at Leesburg International Airport.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 21st day of December, 2009.
