Subject:                Resolution authorizing a Lease Agreement with SunAir Aviation, Inc. for property at 8701 Airport Boulevard, Suite 102 at Leesburg International Airport

Staff Recommendation:

Staff recommends approval of the Lease Agreement with SunAir Aviation, Inc. at 8701 Airport Boulevard, Suite 102.

Analysis:  

SunAir Aviation, Inc. currently operates as a Fixed Base Operator (FBO) at Leesburg International Airport.  One of the services offered by SunAir is aircraft maintenance, both airframe and engine repair.  SunAir would like to lease the hangar located at 8701 Airport Boulevard, Suite 102, to allow them to move the maintenance operation from 8806 Airport Boulevard to this location.  SunAir could then use the hangar at 8806 Airport Boulevard for storage of transit aircraft, especially corporate jet-type aircraft.  The hangar at 8701 Airport Boulevard is 60’ x 100’ or 6,000 square feet.  The area subject to the lease is depicted in Exhibit “A” and includes all grass and concrete tie-down areas. 

Mayor Puckett expressed concern at an earlier meeting that the ramp space was not included in this lease agreement.  The ramp space associated with 8701 Airport Boulevard, Suite #102, is 62,408 sq. ft. of general aviation space, and was leased to SunAir Aviation for $624.98 per month on August 10, 2009, authorized by Resolution 8498.

The term of the attached lease is for an initial two-year period with an option for one additional two-year period. The lease rate is $700.00 per month plus all applicable sales tax.  The Lessee will pay all property taxes and utilities.  The Lessee will also perform all grounds keeping.

The Airport Advisory Board reviewed the terms of this lease at the November 12, 2009 meeting and recommended approval.

Options:

1.  Authorize execution of the Lease Agreement with SunAir Aviation, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

This lease will generate $16,800.00 in revenue to Leesburg International Airport over the initial two year term..

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LEASE AGREEMENT WITH SUNAIR AVIATION, INC. FOR PROPERTY AT LEESBURG INTERNATIONAL AIRPORT LOCATED AT 8701 AIRPORT BOULEVARD, SUITE 102; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Lease Agreement with SunAir Aviation, Inc. whose address is 8806 Airport Boulevard, Leesburg, FL  34788 for property at 8701 Airport Boulevard, Suite 102, Leesburg, Florida 34788.

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 11^th day of January, 2010.
