SUBJECT:                  Resolution for Planning Commission Appointments

 

 

Staff Recommendation: 

Staff requests the City Commission appoint five members, four regular and one alternate member to the Planning Commission, with varied terms.

 

Analysis:

The City’s Planning Commission consists of seven members plus one alternate, all of which must be appointed by the City Commission for varied terms so that only two positions can expire in the same year (per City code).  On September 30, 2009, the terms of three  regular members (Roland Stults, Jo Ann Heim, and Edward Schlein) and one  alternate (Don Lukich) expired (See chart below).  There is also a vacant seat, bringing the total number of seats to be filled to five. Since four  of the current terms expired at the same time (September 1, 2009), the City needs to make these terms compliant with the Code by appointing two (2) regular members for terms that expire in 2011, and two regular members for terms that expire in 2012, and the one (1) alternate for a term expiring in September 2010.

 

The four members all reapplied for appointment. Don Lukich has requested that he be moved from the alternate position to the one vacant regular position. One new application (Charles Townsend) was also received for the one vacant regular position. If Don Lukich is moved to a regular position, a new person (Charles Townsend?) would need to be appointed to the alternate position (See chart below). Options:        

1.         Appoint four of the applicants as regular members and one as an alternate member to the Planning Commission, with terms to expire as deemed appropriate.

2.         Other such action as the Commission may deem appropriate.

 

Fiscal Impact:

The City of Leesburg 2010-11 budget provides funding to reimburse the Planning Commissioners for serving of $25 per meeting.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG FLORIDA:

 

THAT the City Commission of the City of Leesburg, Florida finds that there are three regular members with term expiration dates of September 30, 2009, one vacant regular member with term expiration date of September 30, 2010 and one alternate member on the Planning Commission that has a term expiration date of September 30, 2009.
