Subject:                      Resolution authorizing approval of the staffing agreement among the City of Leesburg, Lake County, and the University of Central Florida Research Foundation  for the Leesburg Business & Technology  Center/Incubator

Staff Recommendation:

Staff recommends approval of the staffing agreement between the City of Leesburg, Lake County and the University of Central Florida Research Foundation (UCFRF) for the LBTC. 

Analysis:

The LBTC was established in June 2007 to provide eight office spaces to new and emerging businesses.  During the first year of the LBTC Program four companies located their business in the Incubator and one recently graduated to larger office space in downtown Leesburg.  However, the Incubator currently has seven new businesses residing in the Incubator. 

The partnership agreement among Leesburg, Lake County and UCFRF, has provided our existing and start-up companies the necessary tools to start and maintain their operation.  The technical assistance provided by UCFRF has been a valuable resource for Lake County and the City of Leesburg. 

Fiscal Impact:

No fiscal impact, the cost of the Site/Incubator Manager and services will be paid by Lake County Government.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF LEESBURG, LAKE COUNTY GOVERNMENT AND THE UNIVERSITY OF CENTRAL FLORIDA RESEARCH FOUNDATION; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Lake County Government whose address is 315 West Main Street, Suite 118, Tavares, Florida 32778 and the University of Central Florida Research Foundation, whose address is 12201 Research Parkway, Suite 501, Orlando, Florida 32826, for Incubator Management Services at the Leesburg Business & Technology Center. 

THAT this resolution shall become effective immediately.

PASSED AND ADOPTED at the regular meeting of the City Commission of the City of Leesburg, Florida, held on the 25th day of January, 2010.
