Subject: Resolution authorizing the First Amendment to the existing agreement with Florida Lambda Rail, LLC, allowing the City to utilize its fiber optic connection to Florida Lambda Rail as a Network Aggregator
Staff Recommendation:
Staff recommends approval of the first amendment to the agreement with Florida Lambda Rail, LLC, to utilize its fiber optic connection to Florida Lambda Rail as a Network Aggregator for municipal agencies in Lake County.
Analysis:
The City has an existing agreement approved by Resolution 7879, approved February 26, 2007 with Florida Lambda Rail to provide Broadband Internet Services to the City. This amendment will allow the City to act as an aggregator for Florida Lambda Rail by providing connectivity to Florida Lambda Rail, via the City’s fiber optic network, to any government or health care agency in Lake County who may want to utilize various technology services offered by Florida Lambda Rail. The City will gain additional Ethernet fiber optic connections by providing the connectivity.
Options:
1. Approval of the Resolution authorizing execution of the amendment, or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The City of Leesburg will realize additional revenue if any governmental agency decides to utilize Florida Lambda Rail technology services. If no agencies choose to connect to Florida Lambda Rail, there will be no fiscal impact to the City. If an agency wishes to connect to Florida Lambda Rail, the City will collect a separate fee [$1,200.00] from the agency [in addition to the standard City fees for Ethernet fiber service] wishing to connect, and reimburse that fee on a quarterly basis to Florida Lambda Rail. If agencies who are not current Communications customers choose to connect to Lambda Rail, the City will incur a cost for last mile connectivity. This cost will be covered through the Communications Utility capital budget, in the same way the Utility incurs last mile costs for all fiber connections. Funds are available for the installation work in the Utility’s approved Capital Improvement Plan. Ongoing support costs are accounted for in the operating budget.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE FIRST AMENDMENT TO THE AGREEMENT WITH FLORIDA LAMBDA RAIL, LLC, TO AUTHORIZE THE CITY TO UTILIZE IT'S FIBER OPTIC CONNECTION TO FLORIDA LAMBDA RAIL AS A "NETWORK AGGREGATOR" FOR MUNICIPAL AGENCIES IN LAKE COUNTY; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute the first amendment to the agreement with FLORIDA LAMBDA RAIL, LLC, whose address is 2509 BARRINGTON CIRCLE, SUITE 107, TALLAHASSEE, FLORIDA 32308-6801 for the City to provide Network Aggregator Services.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 22nd day of February, 2010.
