SUBJECT: Resolution for Establishing the Special Event Venue Area for the 14th
Annual Leesburg Bikefest
Staff Recommendation:
Staff requests the City Commission review the proposed special events venue area map for the 14th Annual Bikefest and vote to approve a special event venue area.
Analysis:
The City of Leesburg and the Leesburg Partnership will be hosting the 14th Annual Leesburg Bikefest on April 23 – 25, 2010.
The three day attendance of the event is projected to be as high as approximately 250,000 participants. Pending the passage of the proposed revisions in Chapter 26 – Special Events, it is the responsibility of the City Commission to approve the special event venue area of any major special event with an expected attendance of 30,000 participants or more. Additionally, in order to better plan the logistical and emergency services for the event, staff recommends t the City Commission establish an official special event venue area for the 14th Annual Leesburg Bikefest.
Options:
1. Approve the proposed special events venue area map as identified as Attachment A.
2. Other such action as the Commission may deem appropriate.
Fiscal Impact:
Due to the activities proposed in the expanded special events area for the 14th Annual Leesburg Bikefest, it is not likely that an expansion of the special events venue area for 2010 will add any fiscal impact to the City of Leesburg. However, for future years, further expansion of event festivities (i.e. vendors, entertainment, etc.) in the expanded venue area could result in additional needs in services of the City of Leesburg, Lake County and the State of Florida resulting in additional costs for the event organizer and the City of Leesburg.

A RESOLUTION OF THE CITY OF LEESBURG ESTABLISHING THE SPECIAL EVENTS VENUE AREA FOR THE 14th ANNUAL LEESBURG BIKEFEST TAKING PLACE FROM APRIL 23 THROUGH APRIL 25, 2010 IN THE CITY OF LEESBURG; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
WHEREAS, the 14th Annual Leesburg Bikefest is an annual major special event being held in the City of Leesburg on April 23 -25, 2010; and
WHEREAS, as many as 250,000 attendees from the City of Leesburg, Lake County and all across the country will be attending the event; and
WHEREAS, per the revision in Chapter 26 - Special Events of the Leesburg Code of Ordinances that requires the City Commission to establish a special events venue area for any special event with an expected attendance of 30,000 or more participants; and
WHEREAS, in order to enable the City of Leesburg, Lake County and the State of Florida to properly provide logistical and emergency services to ensure the safety and well being of the event’s attendees; and
WHEREAS, the City Commission of the City of Leesburg recognizes the need to establish an event boundary area to assist in the provision of the aforementioned requirements and services for the 14th Annual Leesburg Bikefest.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of Leesburg, Florida:
THAT the City of Leesburg does hereby establish the official special event venue area for the 14th Annual Leesburg Bikefest as shown on Attachment A
PASSED AND RESOLVED this 8th day of March 2010, by the City Commission of the City of Leesburg, Florida.
