Subject:                      Resolution amending recreation activity program rates and changing out-of-area service fees from non-utility to non-residents

Staff Recommendation:

Staff recommends amending recreation activity program rates and out-of-area service fees from non-utility to non-residents used in the daily operation of recreation activities.

Analysis:

On January 28, 2008, the City Commission approved a resolution authorizing rate changes for various recreation activity fees to offset expenses for equipment and other related expenditures.  In an effort to continue providing quality service and equipment to participants in our programs, staff recommends approval of the rate changes provided in the attached document listed as “Exhibit A” to assist with the purchase of quality equipment and professional instructors with reasonable activity rates. 

Currently, the policy for participants who pay out of area service fees have been non-utility users, staff recommends changing the policy from non-utility users to non-residents which will expand the number of out of area users and generate additional revenue to offset expenses for recreation activity programs.

Options:

1.  Approve Resolution amending rate changes provided in the attached document listed as Exhibit

     A” or;

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

These rate changes were presented and discussed during the Recreation budget workshop Thursday, July 28, 2009 for the current fiscal year budget. Please note that youth soccer fees have been adjusted to coincide with our other youth sports program fees.  Expenditures as well as revenues are identified annually in the individual program (project) budgets.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AMENDING RESOLUTION 8116 PERTAINING TO RATES CHARGED; APPROVING NEW RATE CHANGES FOR PROGRAMS AND CHANGING OUT OF AREA SERVICE FEES FROM NON-UTILITY TO NON-RESIDENTS TO BE USED IN THE OPERATION OF RECREATION ACTIVITIES; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the City staff has determined that the rates should be adopted by the City Commission and changes in recreation activity rates and out of area service fees from non-utility to non-residents should be enacted.

            NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA;

SECTION 1.  The rates as indicated in “Exhibit A” are hereby changed from the current rate to the proposed rate and out of area service fees are hereby changed from non-utility to non-residents.

 THAT this resolution shall become effective immediately.
