Subject: Resolution authorizing execution of a contract to provide Natural Gas Service to Federal Correctional Complex, (FCC), Coleman

Staff Recommendation:

Staff recommends adoption of Adopt a resolution authorizing the Mayor and City Clerk to execution of e an agreement with The General Services Administration of The United States of America for natural gas service to Federal Correctional Complex, Coleman, Florida.

Analysis:

The City of Leesburg has supplied natural gas service to FCC Coleman since 1994.  This ten-year agreement is for continuation of service under the previously contracted rate schedule.   The rate schedule is the same one used for public buildings, commercial, and small industrial (non-contract) customers, and the rate will change periodically as provided by city ordinance.

The City Attorney has reviewed the agreement.

Options:

1. Adopt a resolution authorizing the Mayor and the City Clerk to execution eof an agreement for natural gas service to FCC Coleman.
2. Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The annual revenue in excess of the basic cost of natural gas is approximately $ 375,106 assuming an annual consumption of 756,287 therms and a Delivery Charge of $ 0o.495984 per therm.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE GENERAL SERVICES ADMINISTRATION OF THE UNITED STATES OF AMERICA FOR NATURAL GAS SERVICES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with THE GENERAL SERVICES ADMINISTRATION OF THE UNITED STATES OF AMERICA, whose address is GSA, PBS, Acquisition Division Services Branch (4PQS), 401 W. Peachtree Street, Room 2400, Atlanta, GA, 30308  for the purpose of providing natural gas services to Federal Correctional Complex, Coleman, Florida.

 THAT this resolution shall become effective immediately.
