Subject:                      Resolution authorizing application for an Assistance to Firefighter Grant for exhaust systems and washer extractors

Staff Recommendation:

Staff recommends authorization of the application and acceptance, if awarded, for the Assistance to Firefighter Grant to Federal Emergency Management Administration of $88,862.00.

Analysis:

Currently, three of the four fire stations have no exhaust filtration system. Vehicle exhaust fumes expose the Fire Department and visitors to toxic diesel fumes.  This grant will allow us to purchase exhaust filtration systems which will eliminate exposure to the toxic fumes.   Furthermore by purchasing the washer extractors, firefighter’s protective gear will be inspected and cleaned specific to national standards which will prolong the lifespan of the gear and enhance the safety of our firefighters.

Options:

1.  Approve the application and acceptance, if awarded, for the Assistance to Firefighter Grant; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The cost of the exhaust filtration systems is $69,392.  The cost of the washers/extractors is $29,343.  Total cost of this project is $98,735.  The federal share is $88,862 and City match is $9,873.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE FIRE CHIEF  TO APPLY FOR, AND ACCEPT IF AWARDED, AN ASSISTANCE TO FIREFIGHTER GRANT WITH THE FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION TO PURCHASE EXHAUST FILTRATION SYSTEMS FOR THREE FIRE STATIONS AND PURCHASE THREE WASHER/EXTRACTORS FOR THE CLEANING OF FIRE PROTECTIVE GEAR; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Fire Chief is hereby authorized to apply for  and accept, if awarded, an Assistance to Firefighter Grant to purchase exhaust filtration systems and three washer/extractors for three fire stations.

THAT the Fire Department wishes to install the exhaust filtration systems to prevent further exposure of toxic diesel fumes within the three Fire Stations; the washer extractors will be installed to bring the Fire Department in compliance with national standards for the cleaning and inspection of the protective gear.

 THAT this resolution shall become effective immediately.
