Subject:                      Resolution authorizing the Police Department to Apply for an Edward Byrne Grant

Staff Recommendation:

Staff recommends approval to submit an application and if awarded accept the Edward Byrne Grant from the U.S. Department of Justice for $22,086.00.  A one page synopsis was turned in to the Lake County program and budget coordinator as required before June 2, 2010 at 5:00 p.m. for Leesburg to be considered for the grant funds.  The grant will be used to fund the following items:

Analysis:

Department personnel must constantly improve investigative methods to maintain or improve the quality of service.  These funds will help supplement our current department equipment budget by providing much needed resources and equipment.    The grant funds will pay for the replacement of outdated equipment or provide funding for equipment the department needs, but lacks the funding. 

Deadline for application submittal is June 25, 2010.

Options:

1. Approve submittal of application and if awarded, accept the Edward Byrne Grant of $22,086.00; or

2. Such alternative action as the Commission may deem appropriate

Fiscal Impact:

The grant will provide $22,086.00 in funding for department investigative equipment.  There is no financial impact to the city.  If awarded, a budget adjustment will be processed to increase the Police Department budget and recognize the increased revenue.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE POLICE DEPARTMENT  TO SUBMIT AN APPLICATION AND, IF AWARDED, ACCEPT THE EDWARD BYRNE GRANT FROM THE U.S. DEPARTMENT OF JUSTICE FOR $22,086.00 TO PROVIDE FOR REPLACEMENT OF OUTDATED EQUIPMENT OR FUNDING FOR NEW EQUIPMENT; AND PROVIDING AN EFFECTIVE DATE. 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Police Department hereby is authorized to submit an application and, if awarded, accept the Edward Byrne Grant from the U.S. Department of Justice for $22,086.00 to provide for replacement of outdated equipment or funding for new equipment,

 THAT this resolution shall become effective immediately.
