SUBJECT:                  Resolution to Transmit 2010 Large Scale Comprehensive Plan Amendment cycle.

 

 

Staff Recommendation: 

The Planning staff and Planning Commission recommend approval of transmittal of the 2010 Large Scale Comprehensive Plan Amendment cycle to the Florida Department of Community Affairs (DCA). 

 

Analysis:

This cycle includes the following seven map amendments: Musso-Spence, Woodrell, Deems, Teeter, Lafayette Square, Hawthorne and PEAR Park.  A proposal for this group of amendments was approved by the City Commission at its regular meeting on April 26, 2010.  These amendments are part of the City’s backlog of Large Scale Comprehensive Plan Amendments and were mainly chosen for their relatively low cumulative impact on water resources, locations north of CR 48, or lower cost to process.  These cases also appear to be the most likely to be positively received by DCA, prior to the statewide vote on “Hometown Democracy” in November 2010.  Data and analyses for these amendments were updated for the DCA transmittal package.

 

Options:        

1.         Approve the transmittal of the 2010 Large Scale Comprehensive Plan Amendment cycle to DCA.

            2.         Other such action as the Commission may deem appropriate.

 

Fiscal Impact:

An estimate of the fiscal impact was previously presented to the City Commission and will be finalized when DCA’s response is received.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE TRANSMITTAL OF THE 2010 LARGE SCALE COMPREHENSIVE PLAN AMENDMENT 1ST CYCLE, INCLUDING MAP AMENDMENTS TO THE DEPARTMENT OF COMMUNITY AFFAIRS FOR MUSSO-SPENCE, WOODRELL, DEEMS, TEETER, LAFAYETTE SQUARE, hAWTHORNE AND PEAR PARK to the Department of community affairs (DCA); AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED by the City Commission of the City of Leesburg, Florida:

 

            The City of Leesburg, Florida, hereby approves the transmittal of the Large Scale Comprehensive Plan Map Amendments for Musso-Spence, Woodrell, Deems, Teeter, Lafayette Square, Hawthorne and PEAR Park to the Department of Community Affairs (DCA).

 

            THAT this resolution shall become effective immediately.
