Subject:                      Resolution authorizing execution of a construction services agreement with Estep Construction, Inc. for the Thomas Avenue Sidewalk & Stormwater construction services project

Staff Recommendation:

Staff recommends execution of the construction services agreement with Estep Construction, Inc. (ESI) for the Thomas Avenue Sidewalk & Stormwater construction services project for a total amount of $130,000.00. 

Analysis:

The purpose of this project is to install a 5-foot wide sidewalk on the West side of Thomas Avenue beginning at Westside Drive and ending at Montclair Road, approximately 1,980 linear feet.  The construction will also include minor storm water work to accumulate storm water runoff.  The City also requested bids for the installation of additional sidewalk segments from Montclair Road and ending at Griffin Road.  The additional segments are listed here.

Add Alternate 1 - Montclair Road to Abandoned Railroad - 978 feet

Add Alternate 2 - Abandoned Railroad to Industrial Street - 1,035 feet

Add Alternate 3 – Industrial Street to Griffin Road - 1,300 feet

On June 7, 2010, the Purchasing Division issued Invitation to Bid (ITB) 100011 soliciting qualified and interested firms to submit bid responses for this project.  The ITB was advertised in the Daily Commercial and posted on-line through BidSYNC.

On July 6, 2010, a total of seven responses were received and are summarized here for your review.

Staff evaluation of the bids has resulted in a recommendation to award the base bid (parts A & B) and Additive Alternates 1 & 2 to Estep Construction.  Current budget does not allow for including Additive Alternate 3.

The Purchasing Division checked the past performance of Estep Construction and received a “positive” past performance ratings from both the Villages Community Development District and the Lake County Road Operations Department.

Options:

1.  Authorize execution of the agreement with Estep Construction, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funds are available in both the Public Works Capital Projects and storm water accounts listed.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH ESTEP CONSTRUCTION, INC. FOR THE THOMAS AVENUE SIDEWALK AND STORMWATER CONSTRUCTION SERVICES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with ESTEP CONSTRUCTION, INC. whose address is 689 Binion Road, Apopka, Florida for the Thomas Avenue Sidewalk and Stormwater construction services pursuant to Invitation to Bid 100011. 

 THAT this resolution shall become effective immediately.
