Subject:                      Resolution authorizing an amendment to the Interlocal Agreement with Lake County, Florida, relating to provision of Library Services

Staff Recommendation:

Staff recommends approval of the resolution authorizing an amendment to the Interlocal Agreement with the County for the provision of Library Services. 

Analysis:

The Leesburg Public Library is a member of the Lake County Library System through an Interlocal Agreement with the County executed October 2007.  The Agreement was to expire September 30, 2010.  The Agreement sets forth the formula for the appropriation of County funds to the Municipality to assist with funding of programs at services at the Library. Primarily because of current economic uncertainties, the County has requested that the current Interlocal Agreement be extended for a one year period, to September 30, 2011. 

Options:

1.  Approve the resolution authorizing the execution of the amendment to the Interlocal Agreement between the County and the City for the provision of Library Services, or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The Amendment does not change the funding formula.  Funding from the County to the City for Library Services has decreased from the Fiscal Year 2007 -2008 level of $415,840 to $355,779 in Fiscal Year 2009 – 2010.  With notice from the County of a potential reduction in funding in Fiscal Year 2010 -2011, revenue of $314,495 has been budgeted in the DRAFT 2010-11 budget.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE INTERLOCAL AGREEMENT WITH LAKE COUNTY, FLORIDA RELATING TO PROVISION OF LIBRARY SERVICES TO EXTEND THE EXPIRATION DATE TO SEPTEMBER 30, 2011; AND PROVIDING AN EFFECTIVE DATE. 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Lake County, Florida, whose address is P.O. Box 7800, 315 West Main Street, Tavares, FL 32778-7800, for provision of Library Services to extend the expiration date to September 30, 2011.

 THAT this resolution shall become effective immediately.
