SUBJECT:                              Resolution authorizing a Professional Services Contract with Plexus Research, a division of R.W. Beck, for assistance in preparation of the Smart Grid Project Execution Plan

Staff Recommendation:

Staff recommends approval of the scope of work and compensation with Plexus Research, a division of R.W. Beck, for assistance in preparation of the Smart Grid Project Execution Plan.

Analysis:

A Project Execution Plan is one of several project plans required to be submitted to the Department of Energy (DOE) as part of our Smart Grid Investment Grant Project (SGIG).  Staff prepared a draft Project Execution Plan, submitted the plan to DOE on June 21, 2010, and is currently awaiting results of the DOE review and comments for required revisions.

Because response time for the revised Project Execution Plan to be returned to DOE will be very short and the scope of required revisions may be beyond the capability of staff to complete, it is prudent to engage assistance at this time with a scope of work that will cover the worst case review feedback and required revisions.  Staff is hopeful that the scope of work required to revise the Project Execution Plan will be less than the scope outlined here, but unsure that this will be the case.

Options:        

1.  Approve the resolution as presented; or

2.  Other such action as the Commission may deem appropriate.

Fiscal Impact:

Funding of $88,700 is required, half (50%) of which is reimbursable under the SGIG.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORING A PROFESSIONAL SERVICES CONTRACT WITH PLEXUS RESEARCH, A DIVISION OF R.W. BECK, FOR ASSISTANCE IN PREPARATION OF THE SMART GRID PROJECT EXECUTION PLAN; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with R. W. Beck, Inc. whose address is 131 Saundersville Road, Suite 300, Hendersonville, TN 37075 for Professional Services for assistance in preparation of the Smart Grid Project Execution Plan. 

 THAT this resolution shall become effective immediately.
