Subject: Resolution authorizing Task Order No. 2 with Hanson Professional Services, Inc. for Environmental Permitting and Mitigation Assistance for the Remaining Parallel Taxiway A Extension project and a Disadvantaged Business (DBE) Plan for Federal Fiscal Years 2010, 2011 & 2012
Staff Recommendation:
Staff recommends approval of Task Order No. 2 with Hanson Professional Services, Inc. for environmental permitting and mitigation assistance for the remaining parallel taxiway A extension project and a DBE Plan for Federal fiscal years 2010, 2011 & 2012 at Leesburg International Airport
Analysis:
The runway 13/31 and taxiway A project has been ongoing for several years. Initial funding was through standard FAA and FDOT grant programs. However, the project also received additional funding through the American Recovery and Reinvestment Act (ARRA). A stipulation of the ARRA funding was that project construction had to begin within thirty calendar days. The St. Johns River Water Management District (SJWMD) would only issue a permit for the runway extension and a portion of taxiway “A” within that timeframe. As a result, it was necessary to design taxiway A with a jog to prevent impacting wetlands that were not permitted through SJWMD and had not yet been mitigated (see map attachment with Task Order No. 2).
Grant funds for this project were accepted from FAA and FDOT in September 2008. A portion of this money has been used to permit and mitigate previous phases of the now completed runway 31 and taxiway A extension. The balance of funding will be used to permit and mitigate the remaining area of taxiway A to remove the jog. This will allow the project to be ready for construction as soon as FAA funding becomes available.
The scope of services for Task Order No. 2 includes all work related to environmental permitting for this area with SJRWMD and the US Army Corps of Engineers (USACOE) as well as generating a Disadvantaged Business Enterprise (DBE) Program for the airport. The DBE will span three years and is required if Federal grants are accepted by the City.
Options:
1. Approve the Task Order No. 2 with Hanson Professional Services; or
2. Any Other Action that the City Commission may deem appropriate.
Fiscal Impact:
The total cost for Task Order No. 2 is $69,652.00, with only $1,741.30 coming from the City of Leesburg. The funding breakdown is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 2 WITH HANSON PROFESSIONAL SERVICES, INC. FOR ENVIRONMENTAL PERMITTING AND MITIGATION ASSISTANCE FOR THE REMAINING PARALLEL TAXIWAY A EXTENSION PROJECT AND A DBE PLAN FOR FEDERAL FISCAL YEARS 2010, 2011 & 2012 AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Task Order No. 2 with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida, 34202, for environmental permitting and mitigation assistance for the remaining parallel taxiway A extension project and a DBE Plan for Federal fiscal years 2010, 2011 & 2012 at Leesburg International Airport.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 27th day of September, 2010.
