Subject: Resolution authorizing approval to provide a matching fund of $110,000 for the purpose of obtaining a grant from the 2011/12 Florida Recreation Development Assistance Program
Staff Recommendation:
Staff recommends approval of the matching fund amount of $110,000 for the purpose of obtaining a grant from the 2011/12 Florida Recreation Development Assistance Program.
Analysis:
The Community Redevelopment Agency through collaboration with City of Leesburg Parks and Recreation Department is seeking to procure a grant from the Florida Recreation Development Assistance Program (FRDAP) for improvements to Berry Park at 2121 Johns Avenue. The FRDAP is a competitive program which provides grants to local governmental entities for acquisition and development of land for public outdoor recreation use or to construct recreational trails.
The Florida Department of Environmental Protection, Office of Information and Recreation Services administers the FRDAP. A FRDAP grant would help improve Berry Park by providing for new park amenities. Through several visionary meetings with the Carver Heights/ Montclair neighborhood, it was concluded that more recreational activities and amenities are needed at the park. The West Leesburg community residents, businesses and stakeholders through the CRA are seeking to enhance recreational programs and activities for individuals and families within the Leesburg community.
A cost analysis has been conducted by the CRA’s planning consultant (Land Planning Group). Some projects include but are not limited to: (1) Tennis Court, (2) Racquetball Courts, and (1) Large Pavilion. The projected cost of preliminary improvements is $220,000. FRDAP or the State’s contribution is 50% ($110,000) toward the total project cost and the CRA’s contribution is 50% ($110,000) toward the total project cost.
Options:
1. Approve the resolution to provide a matching fund of $110,000 for the purpose of obtaining a FRDAP grant to improve Berry Park or;
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The total CRA grant contribution or matching fund is $110,000 (50%) of the total project cost which is $220,000. Funding has already approved and allocated within the Capital Outlay Budget for Berry Park amenity improvements.

A RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING AND DIRECTING THE COMMUNITY REDEVELOPMENT AGENCY TO PROVIDE A MATCHING FUND FOR A FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT, FOR THE PURPOSE OF DEVELOPMENT AND/ OR RENOVATION OF LAND FOR PUBLIC OUTDOOR RECREATIONAL PURPOSES AT BERRY PARK, LOCATED AT 2121 JOHNS AVENUE; AND PROVIDING AN EFFECTIVE DATE
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Chairman and Secretary/City Clerk are hereby authorizing and directing the Community Redevelopment Agency provide a fifty percent (50%) matching fund for a Florida Recreation Development Assistance Program Grant for the purpose of development and or renovation of land for public outdoor recreational purposes at Berry Park, located at 2121 Johns Avenue.
THAT this resolution shall become effective immediately.
