Subject: Resolution authorizing approval to acquire two residential parcels, located at 1003 Georgia Avenue and Alabama Avenue for the Carver Heights/ Montclair Community Redevelopment Agency (CRA)
Staff Recommendation:
Staff recommends the CRA approval to execute a Sale and Purchase Contract between the CRA and Christyne B. Hamilton, for redevelopment of two residential parcels.
Analysis:
The subject properties include two residential parcels, one parcel located at 1003 Georgia Avenue and the other located on Alabama Avenue. The two parcels are part of an acquisition effort to attract new residential development within the CRA. Acquisition of the subject properties is imperative for residential development that will increase the overall taxable value of the Carver Heights & Vicinity CRA.
The catalyst for the creation of the CRA was to revitalize and beautify the area. The acquisition of the subject property together with adjacent parcels will position the CRA to be more prepared to offer “shovel ready” property when attempting to attract professional residential developers. Therefore, with the purchase of this property the CRA can offer single family lots for affordable housing.
Options:
1. Approve the resolution to execute the Contract for Sale and Purchase between the CRA and Christyne B. Hamilton; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The total purchase price pursuant to the contract is $17,000. Funding has been appropriated for land acquisition in the capital outlay portion of the budget.

A RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING AND DIRECTING THE COMMUNITY REDEVELOPMENT AGENCY TO EXECUTE A SALE AND PURCHASE CONTRACT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY AND CHRISTYNE B. HAMILTON FOR THE PURPOSE OF THE COMMUNITY REDEVELOPMENT AGENCY PURCHASING THE SUBJECT PROPERTY FOR REDEVELOPMENT; AND PROVIDING AN EFFECTIVE DATE
BE IT RESOLVED BY THE CRA COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Community Redevelopment Agency Board is hereby authorized and directed to execute the Sale and Purchase Contract between the Carver Heights/Montclair Area Community Redevelopment Agency and Christyne B. Hamilton for the purpose of purchasing the two properties for redevelopment.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the CRA Commission of the City of Leesburg, Florida, at a regular meeting held the _13th____ day of __September_______ 2010.
