Subject: Resolution authorizing a Memorandum of Understanding between Carver Heights/Montclair Area Community Redevelopment Agency and Lake Community Action Agency, Inc. for Housing Rehabilitation Program Services.
Staff Recommendation:
Staff recommends approval of the Memorandum of Understanding with Lake Community Action Agency, Inc. (LCAA) for Carver Heights/ Montclair Area Community Redevelopment Agency (CHMCRA) Housing Rehabilitation Program Services.
Analysis:
Through consensus of several community meetings, workshops, and redevelopment plan objectives, the Carver Heights/ Montclair Area Community Redevelopment Agency (CHMCRA) developed a Housing Rehabilitation Program. The program is designed to bring eligible housing units into compliance with applicable, locally adopted housing standards and rehabilitation standards to reduce ongoing and future maintenance costs, promote energy efficiency, and to preserve decent, safe affordable owner-occupied housing.
CHMCRA and LCAA recognize that significant numbers of low and moderate income households residing within the CHMCRA limits are living in substandard housing and that a partnership between both agencies are paramount to address those needs. LCAA will provide program services to the CHMCRA Housing Rehabilitation Program to rehabilitate existing housing units within the CHMCRA area of qualified applicants.
Options:
1. Approve the Memorandum of Understanding with Lake Community Action Agency, Inc.;
Or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The total budget for the CHMCRA Housing Rehabilitation Program is $100,000.

A RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING AND DIRECTING THE COMMUNITY REDEVELOPMENT AGENCY CHAIRMAN AND SECRETARY TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY AND LAKE COMMUNITY ACTION AGENCY, INC. FOR HOUSING REHABILITATION PROGRAM SERVICES; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CARVER HEIGHTS/ MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG, FLORIDA:
THAT the Carver Heights/ Montclair Area Community Redevelopment Agency hereby authorizes the Chairman and Secretary to execute the memorandum of understanding between the Community Redevelopment Agency and Lake Community Action Agency, Inc. whose address is 501 North Bay Street, Eustis, Florida for Housing Rehabilitation Program Services.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the Carver Heights/Montclair Area Community Redevelopment Agency Commission of the City of Leesburg, Florida, at a regular meeting held the __23rd___ day of _August________ 2010
