Subject:                      Resolution authorizing an agreement with Siemens Water Technologies to provide Factory Service Contract for the City’s water and wastewater Instrumentation and Control System

 

 

Staff Recommendation:

Staff recommends approval of an agreement with Siemens Water Technologies providing support and maintenance service for the water and wastewater Supervisory Control and Data Acquisition (SCADA) system for $60,000 per year.

 

Analysis:

The SCADA system is used to monitor conditions with the City’s water and wastewater system.  The system monitors pumps, water pressure, flow rate, lift stations and many other conditions within both systems.  The readings are sent to the main control center where staff can view the operating conditions remotely.  Staff can also control equipment remotely from the control center using the SCADA system.

 

Siemens Water Technologies is the sole source provider for the City’s water and wastewater SCADA control system components.  This agreement will provide for monthly visits by an authorized system engineer and a service technician.  The services are necessary to maintain the integrity of the monitoring equipment, instrumentation, control panels, and the SCADA computers used to control the system.

 

The term of this agreement is for a three year period: October 2010 through September 2013.  The discounted rate for this service is $60,000 per year.  This is a reduction of $12,000.00 per year from previous agreements.  The agreement can be terminated should the City choose to do so at a future date.

 

Options:

1.  Execute the agreement with Siemens Water Technologies; or

2.  Such alternative action as the Commission may deem appropriate

 




Fiscal Impact

The annual amount is $60,000 and is included in the Fiscal Year 2010-11 budget in the accounts listed.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SIEMENS WATER TECHNOLOGIES FOR THE CITY'S WATER AND WASTEWATER  SCADA CONTROL SYSTEM FACTORY MAINTENANCE SERVICES FOR A PERIOD OF THREE YEARS FOR $60,000.00 PER YEAR; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with SIEMENS WATER TECHNOLOGIES whose address is 1239 Willow Lake Blvd., Vadnais Heights, MV 55110, for a factory service contract covering the City’s water and wastewater SCADA Control System.  

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _11th____ day of _October________ 2010.
