Subject:                      Resolution authorizing an Agreement for fiscal year 2010-11 Civic Grant funding with Leesburg Cemeteries, Inc.

Staff Recommendation:

Staff recommends execution of the agreement with Leesburg Cemeteries for $87,600.00 for fiscal year 2010-11 civic grant funding.

Analysis:

During the budget process, the Commission and staff determined that civic funding for the FY 10/11 budget would be offered only to those organizations that received funding in FY 09/10.  The funding amount was determined by reducing last year’s award by 10%.  The funding for Leesburg Cemeteries, Inc. was not reduced by 10% and remains the same as last year.  A letter was sent to each organization in May 2010 advising them of the funding amount offered with a request to either accept or decline the proposal. 

Options:

1.  Approve the funding for the Leesburg, Cemeteries, Inc., or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

A total of $87,600 ($80,000 plus utility credit of $7,600) is in fiscal year 2010-11 budget for this purpose.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CIVIL ORGANIZATION FUNDING AGREEMENT WITH LEESBURG CEMETERIES, INC. FOR $87,600.00 DURING FISCAL YEAR 2010-11; AND PROVIDING AN EFFECTIVE DATE.

      WHEREAS, it is permissible for cities to make contributions to non-profit corporations where the contributions further a public purpose; and

WHEREAS, Leesburg Cemeteries, Inc. is seeking a contribution from the City of Leesburg to help provide a public service to City residents; and

WHEREAS, in the past there have been formal executed agreements between the City of Leesburg and agencies receiving such contributions; and

WHEREAS, the City of Leesburg desires to continue having such agreements with the various agencies which receive annual contributions;

      NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

      That the Mayor and City Clerk of the City of Leesburg are hereby authorized and directed to execute the Civil Organization Funding Agreement between the City of Leesburg and Leesburg Cemeteries, Inc. whose address is PO Box 490804 Leesburg, Florida 34749-0804 totaling eighty-seven thousand six hundred dollars ($87,600.00) during Fiscal Year 2010-11.

      That this resolution shall take effect immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 25^th day of October, 2010.
