The Planning staff recommends approval of the amendment to the City’s adopted Comprehensive Plan Future Land Use Map by changing the Future Land Use classification from County Urban to City Low Density Residential and Conservation. The project site is larger than ten (10.0) acres and is, therefore, considered a Large Scale Comprehensive Plan Amendment under state statutes. A first reading on this request was held by the City Commission on July 12, 2010. The amendment was subsequently transmitted to DCA for review and no substantive comments were received.
The project site is approximately 24 acres. The general location is south of Park Holland Road, east of Picciola Road. The project site is currently undeveloped and the surrounding Future Land Use Map designations are:
North – County Urban
South – City Conservation
East – Lake Griffin
West – County Urban
The Land Use for the property is currently County Urban. The property is currently zoned PUD with residential uses, which is consistent with the proposed Future Land Use designation.
The existing land uses surrounding the property are:
North – Undeveloped
South – Undeveloped
East – Lake Griffin
West – Undeveloped
1. To approve or disapprove the City Future Land Use Map amendment designating the site as City Low Density Residential and Conservation.
2. Such alternative action as the Commission may deem appropriate.
This large-scale comprehensive plan amendment will have no direct fiscal impact on the City of Leesburg.

AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FOR THE CITY OF LEESBURG, FLORIDA, CHANGING THE FUTURE LAND USE MAP DESIGNATION OF CERTAIN PROPERTY CONTAINING APPROXIMATELY 24 ACRES AND GENERALLY LOCATED SOUTH OF PARK HOLLAND ROAD, EAST OF PICCIOLA ROAD, LYING IN SECTION 14, TOWNSHIP 19 SOUTH, RANGE 24 EAST, LAKE COUNTY, FLORIDA, FROM COUNTY URBAN TO CITY LOW DENSITY RESIDENTIAL AND CONSERVATION, REPEALING CONFLICTING ORDINANCES, PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE (WOODRELL).
WHEREAS, the City Commission has received written objections, recommendations, and comments from the City of Leesburg Planning Commission acting as the Local Planning Agency, regarding amendment of the Comprehensive Plan of the City of Leesburg, and has made recommendations to the City Commission for amendment of the Plan; and
WHEREAS, the City Commission of the City of Leesburg has held public hearings on the proposed amendment to the plan, in light of written comments, proposals and objections from the general public;
BE IT ENACTED BY THE PEOPLE OF THE CITY OF LEESBURG, FLORIDA, that:
The Comprehensive Plan of the City of Leesburg, adopted by the City of Leesburg on September 22, 2003, pursuant to the Local Government Planning and Land Development Regulations Act of 1985, Chapter 163, Part II, Florida Statutes, after public hearings by the City of Leesburg Planning Commission, is hereby amended in the following manner:
The Future Land Use Map is amended by changing the designation of an approximate 24 acre parcel of land generally located south of Park Holland Road, lying in Section 14, Township 19 South, Range 24 East, Lake County, Florida, legally described as:
Commence at the Northwest corner of Government Lot 2, Section 14, Township 19 South, Range 24 East, Lake County, Florida, run East along the North line of said Government Lot 2, a distance of 1584 feet to a concrete monument to the Point of Beginning of this description; run thence South 400 feet; thence continue South 470 feet, more or less, to a one-half inch diameter iron rod, eighteen inches in length, with plastic survey cap marked D. All ordinances or part of ordinances in conflict with any of the provisions of this ordinance are hereby repealed.
If any portion of this ordinance is found to be void by the courts, then to the extent it is possible to do so without destroying or materially impairing the overall intent and effectiveness of this ordinance, the portion found to be void shall be severed from this ordinance and the remainder shall continue in force and effect as if enacted without inclusion of the portion found to be void.
This ordinance shall become effective upon its passage and adoption, according to law.
