AGENDA MEMORANDUM

MEETING DATE:   October 25, 2010

FROM:                       Bill Wiley, AICP

                                    Community Development Director

SUBJECT:                  Large Scale Comprehensive Plan Amendment:  Deems

Staff Recommendation

The Planning staff recommends approval of the proposed amendment to the City’s adopted Comprehensive Plan Future Land Use Map by changing the Future Land Use classification from County Urban to City Estate Residential.  The project site is larger than ten (10.0) acres and is, therefore, considered a Large Scale Comprehensive Plan Amendment under state statutes.  A first reading on this request was held by the City Commission on July 12, 2010.  The amendment was subsequently transmitted to DCA for review and no substantive comments were received.

Analysis

The project site is approximately 16 acres. The general location is the southwest corner of the intersection of Old Tavares and Sleepy Hollow Roads.  The project site is currently undeveloped and the surrounding Future Land Use Map designations are:

North –            County Employment Center

South –            City Estate

East –              City Low Density

West –                         City Estate

The Land Use for the property is currently County Urban. The property is currently zoned R-1, which is consistent with the proposed Future Land Use designation.

The existing land uses surrounding the property are:

North –            Undeveloped

South –            Residential

East –              Residential

                                    West –                         Residential

Options:

1.      To approve or disapprove the City Future Land Use Map amendment designating the site as City Estate Residential.

2.      Such alternative action as the Commission may deem appropriate.

Fiscal Impact:

This large-scale comprehensive plan amendment will have no direct fiscal impact on the City of Leesburg.
