Subject:                      Resolution authorizing execution of the Advanced Life support contract with Lake Sumter EMS

Staff Recommendation:

Staff recommends approval of the advanced Life support contract with Lake Sumter Emergency Medical Services.

Analysis:

This is a renewal of an existing contract, first signed in 2001.  Lake Sumter Emergency Medical Services, Inc. is the current ambulance service provider for the Lake and Sumter counties.  For many years, the Leesburg Fire Department has provided Advanced Life Support (ALS) and Basic Life Support (BLS) emergency medical services to its citizens.  By signing this Resolution, Lake Sumter Emergency Medical Services, Inc. will be required to return to the City of Leesburg 0.1 mil that have been collected for Emergency Medical Services transport services by Lake County.  The County shall pay to the City, in monthly installments in advance, the dollar amount that would be raised by a one-tenth mil (0.1 mil) ad valorem tax levy on property located in the City and is designed to recompense the City of Leesburg for assisting Lake Sumter Emergency Medical Services in providing patient care to citizens of Leesburg.

Options:

1.  Approval of this resolution, or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

There is no negative fiscal impact to the City of Leesburg.  By signing this contract, the County shall pay to the City, in monthly installments in advance, the dollar amount that would be raised by a one-tenth mil (0.1 mil) ad valorem tax levy on property located in the City.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN LAKE COUNTY, FLORIDA, LAKE-SUMTER EMERGENCY MEDICAL SERVICES, INC., AND CITY OF LEESBURG, FLORIDA, PERTAINING TO ADVANCED LIFE SUPPORT SERVICES; AND PROVIDING AN EFFECTIVE DATE. 

BE IT RESOLVED by the City Commission of the City of Leesburg, Florida:

That the Mayor and the City Clerk are authorized and directed to execute an Interlocal Agreement among Lake County, Florida, Lake-Sumter Emergency Medical Services, Inc., and The City of Leesburg, Florida, pertaining to Advanced Life Support Services, in the form attached as Exhibit "A" to this resolution. 

THIS RESOLUTION shall become effective upon its passage and adoption according to law.
