Subject:                      Resolution adopting the revised Personnel Policy & Procedure Manual

Staff Recommendation:

Staff recommends adoption of the attached amended Personnel Policy & Procedures Manual to be made effective February 1, 2011.

Analysis:

The current Personnel Policy & Procedures Manual was adopted September 13, 1999.  Amendments and revisions have been numerous since that date.  Human Resources staff has worked diligently over the past year to complete a final draft document which incorporates legal definitions/mandates, policy revisions and federal law changes/explanations.

The Personnel Committee convened on two occasions, July 19, 2010 and October 29, 2010, to review, discuss, comment, and ultimately recommend the final draft document as attached.

Options:

1.  Authorize the adoption of the submitted revision of the Personnel Policy & Procedures Manual with an effective date of February 1, 2011

2.  Such alternative action as the Commission may deem appropriate

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, ADOPTING THE CITY OF LEESBURG PERSONNEL POLICY AND PROCEDURES MANUAL; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the City of Leesburg has revised the Personnel Policies and Procedures that govern the employment of the employees of the City of Leesburg; and

 THAT the City of Leesburg desires to adopt the City of Leesburg Policy and Procedures Manual for use by all City employees.

THAT the City of Leesburg adopts the City of Leesburg Personnel Policy and Procedures Manual in substantially the form as attached hereto as Exhibit “A”.

THAT this resolution shall become effective February 1, 2011.
