Subject:                      Resolution authorizing a Joint Participation Agreement with the Florida Department of Transportation for funding related to the Air Navigation Approach Survey for Runway 13/31 at Leesburg International Airport

Staff Recommendation:

Staff recommends approval of the Joint Participation Agreement for funding related to the Air Navigation Approach Survey for Runway 13/31.

Analysis:

The City accepted a grant from the Federal Aviation Administration (FAA) in July 2008 to conduct an air navigation approach survey for runway 13/31.  The survey is needed to establish the new precision approach because of  the increased length of this runway.  The survey will also identify any objects located in the runway object-free zone. 

The cost of the survey performed by Hanson Professional Services, Inc. is $102,205.00.  The FAA grant agreement allows for payment of 95% of that amount.  Due to a communication error between staff and the FDOT, a JPA from FDOT was not issued for their standard 2.5% portion of funding until the project was well underway.  FDOT rules stipulate that no work can be done until their JPA is fully executed.  As a result, FDOT is now obligated to only pay a percentage of the work remaining on the project rather than the entire project cost.  Therefore, the City’s funding obligation for this project will include the usual 2.5% match ($2,555.13) plus an additional amount that FDOT will not cover ($1,635.12).

Options:

1.     Approve the JPA with FDOT for funding for the air navigation approach survey; or

2.     Such alternative action as the Commission may deem appropriate

Fiscal Impact:

Funding for this project was included in the FY 09/10 budget and will be rolled over to the current Fiscal Year.  Breakdown of project costs is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR FUNDING RELATED TO THE AIR NAVIGATION APPROACH SURVEY FOR RUNWAY 13/31 AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the Florida Department of Transportation whose address is Special Project Section – MS 4-521, ATTN:  Ms. Holly Lopenski, 719 South Woodland Boulevard, Deland, Florida 32720, for funding related to the Air Navigation Approach Survey for Runway 13/31 at Leesburg International Airport.

 THAT this resolution shall become effective immediately.
