AGENDA MEMORANDUM
Meeting Date: January 10, 2011
From: Bill Wiley, AICP, Community Development Director
Subject: Ordinance for Small Scale Comprehensive Plan Amendment for Palm Plaza
Staff Recommendation
The Planning staff and Planning Commission recommend approval of the proposed small-scale comprehensive plan amendment to the City’s adopted Growth Management Plan.
Analysis
The project site is approximately 9.8 acres. The property is generally located north of Benton Street, west of U.S. Highway 27 and east of Central Florida Freezer. The project site is ten (10) or less acres and is, therefore, considered a small-scale comprehensive land use plan amendment. The City will notify the Florida Department of Community Affairs of the plan amendment and the Department will review the project site area to confirm that it is ten (10) acres or less. At that time, the Department will determine that it is a local issue and not subject to Department review.
Currently, the property is undeveloped. The surrounding Future Land Use Map designations around the subject property are all compatible with the proposed future land use designation. The proposed land use designation change from Estate Residential to Industrial is also consistent with the City’s adopted Growth Management Plan and would allow the use of the property for industrial uses.
The Planning Commission held a public hearing on the application on November 18, 2010 and by a vote of 7 to 0, recommended approval.
Options
1. Approve the requested small scale comprehensive plan amendment to Industrial.
2. Other such action as the Commission may deem appropriate.
Fiscal Impact
There is no fiscal impact to the City.
