Subject: Resolution authorizing execution of Task Order No. 4-2011 with Jones Edmunds & Associates, Inc. for services related to municipal landfill compliance gas and groundwater monitoring.

Staff Recommendation:

Staff recommends execution of the agreement with Jones Edmunds & Associates, Inc. to provide municipal landfill compliance gas and groundwater monitoring for fiscal year 2011 for $47,800.00.

Analysis:

Jones Edmunds & Associates, Inc. has been the engineering firm used by the City to perform compliance and monitoring services for the City of Leesburg Municipal Landfill and the Closed Landfill.  The Florida Department of Environmental Protection (FDEP) requires the City to perform this compliance monitoring, and as a result, this is an ongoing annual cost to the City.

The scope of work is to perform compliance monitoring services for the City Municipal Landfill for the 2011 fiscal year.  Compliance monitoring will be performed according to the requirements of the FDEP Permit No. SF25-0124377-01 and the requirements of the revised Monitoring Plan Implementation Schedule (MPIS) (revised July 6, 2009).  According to FDEP guidelines, sampling and monitoring of closed landfill sites will be required on a long-term basis.

Staff negotiated a revised scope of work to reduce the annual cost by 7% compared to last years cost of $51,440.00. Several tasks were eliminated with approval by FDEP; unit costs of the remaining tasks were reduced.  These changes provided an annual savings of $3,640.00.

This scope of services is contracted under the City’s existing continuing services contract with the professional for engineering services.  The existing continuing services contract was approved by resolution 8316 on October 27, 2008.

Options:

1.  Approve execution of the task order with Jones Edmunds & Associates, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funds of $60,000 are budgeted in the 2011 fiscal year for this service.  The actual cost of $47,800.00 will provide a “budget-versus-actual” savings of $12,200.00.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER 4-2011 WITH JONES EDMUNDS & ASSOCIATES FOR MUNICIPAL LANDFILL COMPLIANCE GAS AND GROUNDWATER MONITORING; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a task order with JONES EDMUNDS & ASSOCIATES whose address is 730 NE Waldo Road, Gainesville, Florida, 32601 for municipal landfill compliance gas and groundwater monitoring through September 30, 2011.

 THAT this resolution shall become effective immediately.
