Subject:                      Resolution authorizing execution of a Locally Funded Agreement with FDOT to Upgrade Mast Arm Signalization at US 27 and Martin Luther King Boulevard

Staff Recommendation:

Staff recommends approval of the Locally Funded Agreement (LFA) with Florida Department of Transportation (FDOT), and authorization for staff to proceed with intersection improvements.

Analysis:

The FDOT has scheduled removal and replacement of the existing concrete strain poles at the intersection of US 27 and Martin Luther King Boulevard (intersection at Walmart).  FDOT approached the City to develop a LFA, so funding expended toward the strain pole replacement could be applied toward mast arm upgrades.

The FDOT’s current cost estimate for the additional improvements is $61,065.00.  The FDOT shall perform necessary preliminary engineering, prepare any and all design plans, acquire all necessary right-of-way, perform the construction, provide all necessary engineering supervision, and otherwise perform all other necessary work, all as may be applicable for the project.

After construction is complete, the City agrees to inspect, maintain, maintain paint, repair and replace the steel mast arms in perpetuity in accordance with the terms of the Traffic Signal Maintenance and Compensation Agreement previously signed by the City of Leesburg.

Options:

1.  Approve the LFA with FDOT and authorize Staff to proceed with intersection improvements, or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funding was included in the fiscal year 2009-10 Hwy 27/441 CRA Mast Arm project budget and subject to Commission approval, will be rolled to fiscal year 2010-11.

Resolution of the City Commission of the City of Leesburg, Florida autHorizing the Mayor and City Clerk TO execute a LOCALLY FUNDED agreement with the florida department of transportation to Upgrade Mast Arm Signalization at US 27 and Martin Luther King Boulevard; and providing an effective date.  

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute locally funded agreement with the Florida Department of Transportation whose address is 719 South Woodland Blvd., DeLand, Florida  32720, for mast arm upgrades at US 27 and Martin Luther King Boulevard  project known as FM#238395-4-52-01.

 THAT this resolution shall become effective immediately.
