Subject: Resolution authorizing an Inter-Local Agreement with the City of Mount Dora for Shared Services Employee Wellness Centers
Staff Recommendation:
Staff recommends approval of the Inter-Local Agreement with the City of Mount Dora that will allow eligible employees, dependents, and retirees to share employee wellness centers.
Analysis:
Both the City of Leesburg and the City of Mount Dora opened their respective employee wellness centers in January, 2011. The employee wellness centers provide free primary care, free generic prescriptions, and free lab work to employees, dependents, and retirees covered under each city’s group health plan. Allowing eligible employees, dependents, and retirees access to either employee wellness center increases savings and patient utilization for both cities.
Medical Labor Costs. The City of Leesburg’s Employee Wellness Center is open 24 hours per week and the City of Mount Dora’s Employee Wellness Center is open 16 hours per week. Each City will pay their share of the medical professional services based upon the total number of hours of operation in their respective wellness centers.
Administration Fee. Each City pays a monthly administration fee to CareHere, the company that manages the employee wellness centers, $23 per employee per month. Each City shall pay a pro rata share of the monthly adminsitration fee based upon the respective number of employees each City employs.
Prescription Costs. The cost of prescriptions dispensed at each location shall be charged and remibursed as follows:
Each prescription will be tracked to the patient and to their respective employer. Each City will pay for their own prescription restocking fees at each respective employee wellness center. Then, at least quarterly, each City will reimburse the other for prescription used at the other’s employee wellness center.
General Medical Supplies. Medical supplies such as bandages, syringes, tape, gauze, etc., that cannot be tracked to each patient and patient’s employer, will be paid for by the City where the medical supplies are used.
Options:
1. Approve agreement.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The City of Leesburg and the City of Mount Dora will share the costs associated with the operation of the Employee Wellness Centers as stated above.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING AN INTER-LOCAL AGREEMENT WITH THE CITY OF MOUNT DORA THAT WILL ALLOW ELIGIBLE EMPLOYEES, DEPENDENTS, AND RETIREES TO SHARE EMPLOYEE WELLNESS CENTERS; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with CITY OF MOUNT DORA, whose address is 510 NORTH BAKER STREET, MOUNT DORA to allow eligible employees, dependents, and retirees share employee Wellness Centers..
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _14th ____ day of __March____ 2011.
