The Planning staff and the Planning Commission recommend approval of the proposed rezoning for the subject property from City P (Public) to City R-2 (Medium Density Residential).
The project site is approximately .17 acres. The property is generally located on the east side of Beecher Street, south of Johns Avenue, north of Bradford Avenue and west of McCormick Street as shown on the attached General Location Map. The present zoning for this property is City P (Public). The current use of the property is a vacant single family home and the proposed use is to remain a single family home. The surrounding zoning designations are City R-2 (Medium Density Residential) and P (Public). The surrounding Future Land Use Map designations are City Institutional, Low Density and Public. The existing Land Use designation for the subject property is City Institutional.
The proposed zoning district of City R-2 (Medium Density Residential) is compatible with the adjacent and nearby properties in the area and with the proposed future land use designation of City Low Density.
The existing land uses surrounding the property are non-profit offices, city park and single family residential.
The property has City utilities.
By a vote of 5 to 0 on March 17, 2011, the Planning Commission voted to recommend approval.
1. Approve the proposed rezoning to City R-2 (Medium Density Residential) thereby allowing consistent zoning and development standards for this area.
2. Other such action as the Commission may deem appropriate.
There is a positive fiscal impact to the City through the further development of this property.

BE IT ENACTED BY THE PEOPLE OF THE CITY OF LEESBURG, FLORIDA, that:
Based upon the petition of Carver Heights / Montclair Area CRA, the petitioner of the property hereinafter described, which petition has heretofore been approved by the City Commission of the City of Leesburg Florida, pursuant to the provisions of the Laws of Florida, the said property located in Lake County, Florida, is hereby rezoned from City P (Public) to R-2 (Medium Density Residential), to-wit:
Lot 13, Block D, WILKIN’S NO. 6 SUBDIVISION IN THE CITY OF LEESBURG, FLORIDA, according to the plat thereof, as recorded in Plat Book 9, Page 67, of the Public Records of Lake County, Florida.
