Subject: Resolution authorizing a Joint Participation Agreement with
the Florida Department of Transportation for funding to conduct
a Wildlife Hazard Assessment at Leesburg International Airport
Staff Recommendation:
Staff recommends approval of the Joint Participation Agreement (JPA) to conduct a Wildlife Hazard Assessment at Leesburg International Airport.
Analysis:
The Federal Aviation Administration (FAA) has requested that a Wildlife Hazard Assessment be conducted at Leesburg International Airport. The assessment is needed because of the location of the airport and the mix of aircraft that use the facility. Several airports have been asked to conduct these studies because of accidents related to wildlife such as bird strikes and collisions with animals on runways. The concern behind the assessment is the safety of the flying public.
FAA will provide funding for 95% of the cost of the study. The Florida Department of Transportation (FDOT) will provide funding at 2.5% and the City of Leesburg will fund the remaining 2.5%. FDOT has submitted the attached JPA for the City’s execution. The documentation for the FAA grant will be brought to the City Commission at a future meeting. The project will not move forward until all grant documents have been approved.
Options:
1. Approve the Joint Participation Agreement for FDOT for the Wildlife Hazard Assessment; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding of $44,000.00 for the Wildlife Hazard Assessment was included in the airport budget. This amount was based on a smaller study and was funded with an 80% JPA from FDOT and a 20% match from the City. At FAA’s request, the scope of the assessment was expanded resulting in a higher cost. However, with the additional funding provided by FAA, the actual match amount required from the City is $5,767.00 less than the $8,800.00 originally budgeted. The total cost of the study is $121,336.00. A budget adjustment will be required to recognize the increase in project funding. The funding breakdown is as follows:
FAA (95%): $115,270.00
FDOT (2.5%) $ 3,033.00
City (2.5%) $ 3,033.00
Total $121,336.00

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR FUNDING TO CONDUCT A WILDLIFE HAZARD ASSESSMENT AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the Florida Department of Transportation whose address is Special Projects Section MS 4-521, 719 South Woodland Boulevard, Deland, Florida 32720 for funding to conduct at Wildlife Hazard Assessment at Leesburg International Airport.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 23rd day of May, 2011.
