Subject:                      Resolution authorizing execution of Task Order No. 5 with Hanson Professional Services, Inc. for Security Fence Design and Bidding at Leesburg International Airport

 

 

Staff Recommendation:

Staff recommends approval of Task Order No. 5 with Hanson Professional Services, Inc.

 

Analysis:

Leesburg International Airport has never conducted a comprehensive assessment related to security fencing requirements.  The east and south borders of the airport have no security fencing. Existing fencing along U.S. 441 is old, dating back to the 1970’s or earlier and does not meet current standards.  Task Order No. 5 with Hanson Professional Services provides for a comprehensive evaluation of security fencing requirements to include design and bidding services.

 

This study will determine the following:

  1. Type and size of fencing that should be used to secure the airport.
  2. Optimum location for perimeter fencing.
  3. Optimum location for fencing that separates airside from non-airside.
  4. Fencing that meets Transportation Security Administration, FAA and FDOT requirements.

 

This study will be conducted in concert with the Transportation Security Administration, Federal Aviation Administration and the Florida Department of Transportation.  The cost of the study is $72,982.00 and will be paid for out of a 100% funded grant from FDOT.  The Joint Participation Agreement with FDOT for the funding was approved by the City Commission on June 13, 2011.

 

Once the study is completed, additional funding will be sought from FDOT to install the new fencing where needed.  Staff  anticipates construction will be completed in Fiscal Year 2011-2012 when FDOT funding becomes available.   There will not be a local match to implement the construction phase.

 

Options:

1.  Approve Task Order No. 5 with Hanson Professional Services.

2.  Such alternative action as the Commission may deem appropriate

 

 

 

 

Fiscal Impact:  

This project is fully funded by FDOT.  The current budget has been amended to recognize this project and is reflected on the Third Quarter Budget Adjustments.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 5 WITH HANSON PROFESSIONAL SERVICES, INC. FOR SECURITY FENCE DESIGN AND BIDDING AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute Task Order No. 5  with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida 34202, for Security Fence Design and Bidding at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 25th day of July 2011.
