Subject: Resolution authorizing Implementation of the long term and short term objectives of the City of Leesburg Community Development Plan.
Staff Recommendation:
Staff recommends approval of implementation of the long term and short term objectives of the City of Leesburg Community Development Plan.
Analysis:
As part of its community-wide initiative to improve quality of life, the City of Leesburg plans to improve the following service areas:
Primary Project(s):
Service Area #1 – Beecher Street Drainage and Retention Pond:
Acquisition of property on Beecher Street for the construction of a retention area to include drainage improvements within the Beecher Street Service Area - The beneficiaries for this activity are the residents within the Beecher Street Drainage Basin. The Low to Moderate Benefit will be at least 51% meeting CDBG requirements.

03J Flood and Drainage $238,000.00
Service Area #2 – Phase IV Carver Heights Underground of Electric Utilities:
Undergrounding of electrical lines and removal of existing overhead electrical lines in the Carver Heights Phase IV Service Area - The Low to Moderate Income homes within this service area will also be connected to the new underground electric lines.

14A Electrical Underground Reconnects $257,000.00
The City of Leesburg is committing $125,000.00 of local electric utility funding towards the undergrounding of electrical lines within the Phase IV Carver Heights Service Area.

RESOLUTION NO.__________
RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE IMPLEMENTATION OF THE LONG TERM AND SHORT TERM OBJECTIVES OF THE CITY OF LEESBURG COMMUNITY DEVELOPMENT PLAN; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Leesburg is located in Lake County; Based on the 2000 U.S. Census, the City’s population is 15,956. Of the 15,956 residents, 3,045 or 12% are below the poverty level.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF LEESBURG, FLORIDA, THAT: the City shall implement the following objectives:
LONG TERM OBJECTIVES:
1. To improve the physical environment of the community to make it more functional, safe, and efficient and to preserve the integrity of the neighborhood.
2. To promote the public interest.
3. To inject long range considerations into the determination of short range decisions.
4. To bring professional and technical knowledge to bear on issues concerning social, economical, or physical development.
5. To facilitate effective cooperation and coordination between all concerned with community development.
6. To identify all available resources for major opportunities and to improve the way of life for all in the community.
SHORT TERM OBJECTIVES:
1. To apply for Community Development Block Grant funds in the Neighborhood Revitalization category to undertake flood and drainage improvements and the undergrounding of electricity with electrical reconnects in the Carver Heights community within the City of Leesburg.
2. To explore other possible resources for the purpose of improving the way of life for all citizen's, especially those who live in deteriorated housing and neighborhoods.
