Subject:                      Resolution authorizing an agreement with Waukesha Electric Systems, Inc. for the refurbishment of the Load Tap Changer at the Center Street Substation

 

 

Staff Recommendation:

Staff recommends approval of the agreement with Waukesha Electric Systems, Inc. for refurbishing the load tap changer at the Center Street Substation in the amount of $28,475.00.

 

Analysis:

This project is to refurbish the Load Tap Changer (LTC) on transformer #2 at the Center Street Substation.  A LTC allows for precise control or regulation of the output voltage on the transformer.  The load tap changer is a mechanical device which will wear over time.  This particular LTC is worn to the point that it requires service.

 

The work includes testing of equipment before and after all work is completed, removing oil from the main tank so that the back board will be completely accessible, replacing gaskets, o-rings and bolts, inspecting all load tap changer contacts and replacing any contacts that are unserviceable, reassembling all the components, processing the oil and vacuum filling it back into the transformer.  Refurbishing will provide great control, improve reliability and protection and enhance customer electrical service.

 

On March 23, 2011, the Purchasing Division issued Invitation to Bid (ITB) 110211 inviting interested and qualified firms to submit sealed bids for consideration by the City.

 

On April 19, 2011, the City received five responses to the invitation to bid.  The Electric Department has evaluated the bid submittals and recommended award to the second lowest bidder, Waukesha Electric Systems, Inc.  Delta Star, Inc. was the low bidder at $19,670.00, however, all items were not included and they had a change in management and could not agree to our Technical Specifications.  Delta Star, Inc. has been deemed non-responsive.  Waukesha Electric Systems, Inc. has previously done work for the City.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH WAUKESHA ELECTRIC SYSTEMS, INC. TO PROVIDE REFURBISHMENT TO THE LOAD TAP CHANGER AT THE CENTER STREET SUBSTATION OBLIGATED PURSUANT TO INVITATION TO BID 110211 FOR $28,475.00; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with WAUKESHA ELECTRIC SYSTEMS, INC., whose address is 2701 US Highway 117 South, GOLDSBORO, NORTH CAROLINA 27530 for REFURBISHMENT OF THE LOAD TAP CHANGER FOR CENTER STREET SUBSTATION pursuant to Invitation to Bid 110211.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _8th____ day of __August_______ 2011.
