Subject:                      Resolution authorizing application and acceptance, if awarded, of a matching grant from the FEMA Assistance to Firefighters’ Grant to purchase eight exhaust filter systems and three  bunker gear extractor machines not to exceed a total cost of $108,602.50.

Staff Recommendation:

Staff recommends application and acceptance of the FEMA Assistance to Firefighters’ Grant, if funded, to purchase eight exhaust filter systems and three bunker gear extractor machines.  These items will reduce the firefighters’ exposure to carcinogens from diesel smoke and structure fires.

Analysis:

Currently, three of the four fire stations have no exhaust filtration system.  Vehicle exhaust fumes expose the Fire Department and visitors to toxic diesel fumes.  This grant will allow purchase of exhaust filtration systems which will eliminate exposure to the toxic fumes.  Furthermore, firefighter’s protective gear will be cleaned specific to national standards by using the washer extractors which will prolong the lifespan of the gear and enhance the safety of our firefighters.

Options:

1.  Approve the application and acceptance, if awarded, for the FEMA Assistance to Firefighters’    Grant; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The total cost is $108,602.50.  The grant is 90% with a 10% matching component.  FEMA will provide, if funded, $97,742.25 and the City will be responsible for $10,860.25 which could be funded from Fund Balance or the City Manager Contingency.  A budget adjustment will be necessary to add the additional revenue and expense into the current budget.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING APPLICATION AND ACCEPTANCE OF A MATCHING GRANT FROM THE FEMA ASSISTANCE TO FIREFIGHTERS' GRANT, IF FUNDED, FOR PURCHASE OF EIGHT EXHAUST FILTER SYSTEMS FOR EMERGENCY APPARATUS AND THREE BUNKER GEAR EXTRACTOR MACHINES WITH $97,742.25 AND A CITY OF LEESBURG MATCH OF $10,860.25, NOT TO EXCEED $108,602.50; AND PROVIDING FOR AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Fire Department is authorized to apply for and accept, if funded, a grant from FEMA, whose address is 800 K Street NW  Washington DC 20472-3620 for a 90% and 10% matching grant for purchase of equipment: 8 exhaust filter system and 3 bunker gear extractor machines;

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 22nd day of August 2011.
