Subject:                      Resolution authorizing a Grant Agreement with the Federal Aviation Administration for funding for the Wildlife Hazard Assessment and Install Airport Signs projects at Leesburg International Airport

 

 

Staff Recommendation:

Staff recommends approval of the Grant Agreement with the Federal Aviation Administration (FAA) for the Wildlife Hazard Assessment and Install Airport Signs projects.

 

Analysis:

The FAA has agreed to provide funding for two projects at Leesburg International Airport – Wildlife Hazard Assessment and Install Airport Signs (phase 1, design). 

 

The (FAA) has requested that a Wildlife Hazard Assessment be conducted at Leesburg International Airport due to the location of the airport and the mix of aircraft that use the facility.  Several airports have been asked to conduct these studies because of accidents related to wildlife such as bird strikes and collisions with animals on runways.  The concern behind the assessment is the safety of the flying public.  The Wildlife Hazard Assessment will involve a biologist collecting data over a six month period to identify by quantity the species that are evident in the area of the airport.  The results from this study will be used to draft a Wildlife Hazard Management Plan for Leesburg International Airport.  The anticipated cost of the Assessment is $121,336.00.

 

The capital improvement plan for Leesburg International Airport includes a project to update airside signage.  The current airside directional signage is inadequate. It includes a mixture of signs – non-illuminated, non-reflective, reflective and illuminated – to direct pilots to any given point on the airside.  This situation can cause pilot confusion, especially during nighttime hours.  The project will involve developing an Airside Master Signage Plan, detailing the type of signs and appropriate verbiage and illumination.  All signage will comply with Federal Regulations.  The estimated cost of this project is $129,998.98.  It is anticipated that the new signage will be installed during FY 2012/2013 with funding provided through a Joint Participation Agreement from Florida Department of Transportation.

 

FAA will provide funding for 95% of the cost for both of these projects.  The Florida Department of Transportation (FDOT) will provide funding at 2.5% and the City of Leesburg will fund the remaining 2.5%.  The JPA’s from FDOT for their portion of the funding will be brought to a future meeting.  No work will be completed until all funding documents are finalized.

 

 

 

Options:

1.  Approve the Grant Agreement with the Federal Aviation Administration; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact

Funding for each of these projects is included in the Fiscal Year 2010/11 budget.  However, the FAA grant for the Wildlife Assessment project was not anticipated so a budget adjustment will be necessary for that additional funding ($3,033.40).  The cost breakdown for each project is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR FUNDING FOR THE WILDLIFE HAZARD ASSESSMENT AND INSTALL AIRPORT SIGNS DESIGN PHASE PROJECTS AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute a Grant Agreement with the Federal Aviation Administration, whose address is Orlando Airports District Office, 5950 Hazeltine National Drive, Suite 400, Orlando, Florida, 32822-5003, for funding for the Wildlife Hazard Assessment and Install Airport Signs Design Phase projects at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 12th day of September 2011.
