Subject: Resolution authorizing a Joint Participation Agreement from the Florida Department of Transportation for the Design for the Installation of Airfield Signage at Leesburg International Airport

Staff Recommendation:

Staff recommends acceptance of a Joint Participation Agreement from the Florida Department of Transportation for the Design for the Installation of Airfield Signage.

Analysis:

The City Commission approved an FAA grant for $121,600 (95%) on September 12, 2011 for this project.  This is the FDOT funding portion ($3,200; 2.5%).  The remaining 2.5% comes from the City and is already budgeted.

Leesburg International Airport currently has a mixture of airside directory signage that is outdated and inadequate.  It includes a mixture of signs – non-illuminated, non-reflective, reflective and illuminated – to direct pilots to any given point on the airside.  This situation can cause pilot confusion, especially during nighttime hours. 

This project will involve developing an Airside Master Signage Plan.  All signage will comply with Federal regulations.  This study will determine the following:

1. Verbiage (letters, numbers, etc.)
2. Quantity of signs.
3. Sign location.
4. Illumination level.
5. Size

Options:

1. Approve the JPA from FDOT for the Design for the Installation of Airfield Signage; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funding for this project was included in the Fiscal year 10-11 airport budget and will be rolled into the current fiscal year.  The cost breakdown is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR FUNDING RELATED TO THE DESIGN FOR THE INSTALLATION OF AIRFIELD SIGNAGE AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the Florida Department of Transportation whose address is Special Projects Section MS 4-521, 719 South Woodland Boulevard, Deland, Florida 32720 for funding related to the Design for the Installation of Airfield Signage at Leesburg International Airport.

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 10^th day of October 2011.
