Subject: Resolution authorizing the Local Agency Program Agreement with FDOT providing 100% funding for construction of the Leesburg-Wildwood Trail
Staff Recommendation:
Staff recommends approval of the agreement to acquire 100% funding ($1,597,693) for the construction of the Leesburg – Wildwood Trail segments from Jones Road to US 27, and from the old railroad grade just west of US 27 north to Griffin Road. The proposed trail will be a 15-foot wide paved multi-use recreational trail on abandoned railroad right-of-way. The project begins at Jones Road and ends at 14th Street, and also includes a spur connection to the Leesburg Gymnasium located just south of Griffin Road. The total project length is approximately 3.49 miles and includes connections to several parks, schools, trails shopping areas, and downtown Leesburg.
Analysis:
In the past, the city acquired railroad Right-of-Way for the purpose of trail construction. Under this Agreement, and subject to Local Agency Qualification Certification, FDOT will provide 100% funding of $1,597,693 for construction of the segments of the Leesburg-Wildwood Trail, which are owned by the City. The specific areas for construction are shown on the attached location map.
The Contractor’s Scope of Service and Fee will be presented at a future time for Commission approval, after the FDOT has executed this agreement and funding is committed.
Options:
1. Approve the agreement as presented; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
This agreement provides 100% funding for the construction of the Leesburg – Wildwood Trail segments as illustrated. The City will incur some minor costs for staff time in the administration of this agreement and some costs of administration for the construction effort, when it commences. A budget adjustment will be necessary to add the additional revenue and expense into the FY 11-12 budget. The Recreation Department will be the responsible department for the maintenance of the trail. The majority of the time will be the mowing of the 3.49 miles of trail, which from May to October is approximately once a week. The remainder of the year is mowed twice a month or as needed. It is estimated that it would take 356 hours annually ($4,800.00) to perform normal maintenance (mowing, weed-eating, edging and collection of solid waste). We do not foresee any additional equipment needed to maintain this segment of trail.

resolution of the City Commission of the City of Leesburg, Florida, authorizing the Mayor and City Clerk to execute a Local Agency Program Agreement with the Florida Department of Transportation PROVIDING funding FOR Construction of the Leesburg-Wildwood Trail; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Florida Department of Transportation and the City of Leesburg desire to facilitate construction of Leesburg-Wildwood trail segments; and,
WHEREAS, the State of Florida Department of Transportation has requested the City of Leesburg execute and deliver to the State of Florida department of Transportation the Local Agency Program Agreement for the aforementioned project, FPN 424444-1-58-01.
NOW, THEREFORE, BE IT RESOLVED By the City Commission of the City of Leesburg, Florida:
That the Mayor and City Clerk are hereby authorized to make, execute and deliver to the State of Florida Department of Transportation the Local Agency Program Agreement for the aforementioned project, FPN 424444-1-58-01 whose address is 719 South Woodland Boulevard, MS 4-549 DeLand, FL, 32720.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 10th day of October, 2011.
