From:                          James Feagle, Deputy Director of Public Works

Subject:                      Resolution authorizing execution of Supplemental Amendment Number 2

to the Locally Funded Agreement with the Florida Department of Transportation to paint cantilever signs – US Hwy. 441 & US Hwy. 27

Staff Recommendation:

Staff recommends approval of Supplemental Amendment Number 2 to the Locally Funded Agreement with the Florida Department of Transportation, Financial Management Number 23894-2-52-01.

Analysis:

On March 14, 2005, Resolution 7312 was approved by the City Commission for a Locally Funded Agreement (LFA) with the Florida Department of Transportation (FDOT) for the upgrade and replacement of standard strain traffic signal poles at SR 500 (US Hwy. 441) and SR 25 (US Hwy. 27) with steel mast arms in the City of Leesburg as part of the Perkins to Griffin project.

On September 28, 2009, City Commission approved Resolution 8520 for Supplemental Amendment Number 1 to the LFA to update the cost estimate, to clarify the intersections being upgraded to mast arm structures and to define the mast arm maintenance responsibilities of the City.

Supplemental Amendment Number 2 to the LFA will incorporate City plans to have all cantilever signs on SR 500 (US Hwy.441) and SR 25 (US Hwy. 27) painted consistent with the intersection mast arms.  The City shall pay the estimated cost of $37,680 for the additional improvements.  The City also agrees to permanently maintain the painted structures as specified in Attachment 1.

Options:

1.  Approve Supplemental Amendment Number 2 to the LFA; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact

The cost estimate is $37,680 for the additional improvements bringing the revised contract total to $391,030.00.  The costs will be paid from the 441/27 CRA.
