Subject:                      Resolution authorizing an Assistance Agreement with the Florida Department of Agriculture and Consumer Services for an Energy Efficiency and Conservation Block Grant

 

Staff Recommendation:

Staff recommends approval of the Assistance Agreement with the Florida Department of Agriculture and Consumer Services for an Energy Efficiency and Conservation Block Grant (EECBG) with a total project cost of $4,218,167.00, and consisting of a Cost Share amount of $2,978,167.00 and Grant Funds of $1,240,000.00.

 

Analysis:

On May 10, 2010, the Leesburg City Commission adopted Resolution Number 8650 authorizing an Assistance Agreement with the State of Florida, Executive Office of the Governor, Florida Energy and Climate Commission for an Energy Efficiency and Conservation Block Grant Award No. ARE024.  This grant is for the deployment of Home Area Network (HAN) devices including in-home displays, load management devices, and other elements required to empower Leesburg electric consumers, reward energy efficiency and conservation, and work as energy partners to reduce Leesburg’s wholesale power supply expenses by reducing the monthly peak demand cost and gain the operational efficiencies that the new technology offers.

 

Because HAN technology standards have been slow to emerge and deployment of HAN equipment was planned to be installed after the deadline for expenditure of the State funding, last January, staff initiated discussions with the State to amend the grant work plan for the purpose of procurement and installation of the electric meters in lieu of the HAN equipment.  They have agreed and this amendment makes that change.  

 

Options:

1.  Approve the Agreement with the State of Florida as presented; or,

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact

Funding for the procurement and installation of the electric meters is part of the proposed Smart Grid project with the Department of Energy.  The cost share in the amount of $2,978,167.00 will be eligible for 50% reimbursement as part of Leesburg’s Smart Grid Investment Grant with the Department of Energy.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, REPEALING RESOLUTION 8650, APPROVED MAY 10, 2010, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN ASSISTANCE AGREEMENT WITH THE FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES GRANT AGREEMENT NO. 17619 ATTACHMENT A-1 REVISED GRANT WORK PLAN; AND PROVIDING AN EFFECTIVE DATE

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute Grant Agreement NO. 17619 with the FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES., whose address is ATTN: April Groover, Grant Manager, Florida Department of Agriculture and Consumer Services, Office of Energy, 600 South Calhoun Street, Suite 251, Tallahassee, FL 32399-0001.

 

             THAT this resolution shall become effective immediately.
