AGENDA MEMORANDUM
MEETING DATE: November 28, 2011
FROM: Bill Wiley, AICP, Community Development Director
SUBJECT: Ordinance for Small Scale Comprehensive Plan Amendment for Leesburg Timothy D & Stacy L Spratt Trustees
Staff Recommendation
The Planning staff and Planning Commission recommend approval of the proposed small-scale comprehensive plan amendment to the City’s adopted Growth Management Plan.
Analysis
The project site is approximately five acres. The property is generally located on the south side of Silver Charm Court, east of Secretariat Trail. The project site is ten or less acres and is, therefore, considered a small-scale comprehensive land use plan amendment. The City will notify the Florida Department of Community Affairs of the plan amendment and the Department will review the project site area to confirm that it is ten acres or less. At that time, the Department will determine that it is a local issue and not subject to Department review.
Currently, the property is a vacant residential lot. The surrounding Future Land Use Map designations around the subject property are all compatible with the proposed future land use designation. The proposed land use designation change to City Estate from City Estate and City Conservation is also consistent with the City’s adopted Growth Management Plan and would allow for a single family home use of the property.
The existing FEMA flood zone and St. Johns Water Management District wetlands designations would continue to protect development of the environmental sensitive areas on the south end of the property. The City Conservation designation for other lots in this subdivision will be amended at the City’s adoption of the Comprehensive Plan update early next year.
The Planning Commission held a public hearing on the application on November 17, 2011 and by a unanimous vote, recommended approval.
Options
1. Approve the requested small scale comprehensive plan amendment to City Estate.
2. Other such action as the Commission may deem appropriate.
Fiscal Impact
There is no fiscal impact to the City.
