Staff recommends adoption of revised policies for the Leesburg Public Library for the Use of Study Rooms, the Collection Development and Management Plan, and the Lake County BCC Policy LCC-8 on “Lake County Library System Circulation and Registration.”
The Study Rooms on the library’s 2nd floor are experiencing increased use by our literacy tutors and in many instances the number of individuals using the room has exceeded the allowable occupancy in the current Use of Study Room policy. Upon our request, the Building Department evaluated the spaces and has permitted us to increase occupancy of the McLin Room from four to up to six individuals, and of the three smaller study rooms from two to up to three individuals. The revised policy reflects these changes.
The revisions to the library’s Collection Development and Management Plan reflect changes in formats of library materials since 2007 when the policy was last revised, including deletion of formats no longer acquired or retained (music cassettes, feature video cassettes), inclusion of new formats (e-Books and digital audio books), and broadening of selection criteria for foreign language and travel materials to be more inclusive of international cultures.
The Lake County BCC Policy LCC-8 on “Lake County Library System Circulation and Registration” defines the uniform system of library circulation and loan rules for all libraries in the County library system. The proposed revisions to the policy are to allow libraries the ability to shorten the loan period for any print and non-print items with high demand (e.g. shorten the loan period for DVDs with more than five reserves from seven to three days; includes language for loan periods for downloadable media (e.g. e-Books); and includes language for referral of delinquent accounts to the collection agency with the accompanying $10.00 processing fee.
The Library Advisory Board voted on November 2, 2011 to recommend these revised policies to the City Commission for its adoption.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING ADOPTION OF REVISED POLICIES FOR THE LEESBURG PUBLIC LIBRARY FOR THE USE OF STUDY ROOMS, THE COLLECTION DEVELOPMENT AND MANAGEMENT PLAN, AND THE LAKE COUNTY BCC POLICY LCC-8 ON "LAKE COUNTY LIBRARY SYSTEM CIRCULATION AND REGISTRATION POLICY;" AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission hereby approves adoption of the revised policies for the Leesburg Public Library regarding Use of Study Rooms, the Collection Development and Management Plan, and the Lake County BCC Policy LCC-8 on “Lake County Library System Circulation and Registration Policy.”
THAT this resolution shall become effective immediately.
