Subject: Approval of Succession Plan and Reorganization of Department
Staff Recommendation:
Staff recommends approval of attached succession plan and reorganization.
Analysis:
The director is expecting retirement in mid-2014. Given the complexity, the wide variety of responsibilities, and the scope and scale of the projects within the department’s span of control, it is prudent to undertake succession planning to ensure an orderly transition to a new director. The attached plan provides the means for this to occur with no disruption to the department’s operations or its ability to execute its mission.
Additionally, the attached plan reorganizes the department into functional areas that better reflect the current overall department responsibilities.
Options:
1. Approve the attached succession plan and reorganization as presented; or,
2. Such alternative action as the Commission may deem appropriate

The fiscal impact for FY 2011-12 is:
These changes, if approved will be reflected in an appropriate budget amendment for FY 2011-12. Future fiscal years will provide appropriate budgeted amounts.
